The “ANSPs IDP implementation” project represents the ANSPs coordinated approach to the implementation of the activities included into the IDP (Interim Deployment Programme). The action, funded within the TEN-T framework, aims at producing coordinated implementation activities with the engagement of the major Air Navigation Service Providers in Europe targeting the improvement of the network performance and end users benefits.

To discuss issues on air traffic in the Baltic region there was a conference organized on October 17-18 in Tallinn (Estonia). Latvia was represented by the State Joint Stock company „Latvijas gaisa satiksme” (further in text – LGS). Alfrēds Miķelsons, Head of Air Traffic Management department of LGS points that the conference was dedicated to three main issues – airspace structure data, automated data transmission systems, as well as possible change of Moscow airspace zoning in Russia.

To be more effective in implementation of trends of European aviation industry and to reach the targets of the SES, LGS and EANS signed a Memorandum of Cooperation in august of 2014. This is to provide cooperation in information exchange on development, research, project management and environmental protection issues as well as common understanding and harmonized approach towards air navigation services provision and air space use.

State Joint Stock Company "Latvijas gaisa satiksme" and State Company with Limited Liability „LATVIJAS VIDES, ĢEOLOĢIJAS UN METEOROLOĢIJAS CENTRS” have concluded on a long term co-operation and signed an agreement on provision of aviation meteorological information for civil aviation in the airports Riga, Liepāja, Ventspils and Jurmala. The agreement will come into force on January 1, 2015 and will be valid through 5 years.

On August 05, 2014, State Joint Stock Company Latvijas gaisa satiksme (LGS) and State Border Guard signed an Agreement to facilitate the procedures of data provision and sharing.In accordance to the Agreement LGS will support State Border Guard in the achievement of its objectives.

Avinor – our valued NEFAB Norwegian partner has demerged its Air Navigation Services Division, establishing it as a wholly owned subsidiary of Avinor. The subsidiary will be an integral part of the group, but the establishment ensures clearly separated economies between air navigation services and other operations in Avinor.LGS welcomes and supports these changes serving in the best interests of Avinor, its customers and employees, Norwegian and North-European aviation in general.

In accordance with the EC Regulation 1070/2009 - Improving the Performance of European Aviation System of October 21, 2009 all EU Member States should have implemented their functional airspace blocks (FABs) by 4 December 2012.The North European Functional Airspace Block (NEFAB) formed by Estonia, Latvia, Norway and Finland as well as DK/SE Functional Airspace Block uniting Denmark and Sweden are the only FABs meeting the requirements of the EC regulation.On this basis the European Commission may issue an Infringement Procedure towards the countries that have not fulfilled the requirements of the Regulation in accordance with Article 258 of the Treaty on the Functioning of the European Union.

18 June 2014 LGS AIS has launched a new service "GIS on-line eTOD" which allows portraying aerodrome terrain and obstacle data in form of the electronic data set as specified in latest ICAO provisions.

In preparation for the Second Reference Period (RP2) the annual consultation meeting with representatives of IATA (International Air Transport Association) was held in Riga. The meeting was attended by representatives from IATA, the Ministry of Transport, SJSC „Latvijas gaisa satiksme”, „Riga” airport, "Latvian Environment, Geology and Meteorology Centre" and the Civil Aviation Agency. They discussed Latvian aviation industry and Air Traffic Management efficiency and gave an exchange of views about the industry’s most important issues. SJSC „Latvijas gaisa satiksme” presented their financial performance and investment plans.

Concept of Operations and Terms of Reference Phase 2 for North European Free Route Airspace (NEFRA) Programme were signed during the CEO Board meeting on 24 March in Stockholm. Air navigation service providers of NEFAB (Avinor, EANS, Finavia and LGS) and DK-SE FAB (LFV and Naviair) signed these key documents and thus agreed on the further development of the NEFRA Programme started in May 2013.

Mr Dāvids Tauriņš, Chairman of the Board of the SJSC „Latvijas Gaisa Satiksme” (LGS) is now elected Chairman of the Air Navigation Services providers Board (ANSB). Elections were held in Brussels and Mr Tauriņš will hold this position for the next two years.
